Using the INSERT key in the Track view inserts a new track of the same type as the current track, unless you use it in an empty project that has no tracks yet. In that case, the Choose Track Type dialog box appears, offering you the choice to insert either an audio or MIDI track.

Note - Using Offline Help
Note: If you prefer to always use offline Help, go to Edit > Preferences > File > Advanced in your Cakewalk software and select Always Use Offline Help.
If you are not connected to the internet, your Cakewalk software will default to showing offline help until an internet connection becomes available.
